Delete some obsolete aapt1-only code aapt2 is the only version supported by Blaze, and per https://github.com/bazelbuild/bazel/commit/f31d4713e04bfef02681e88e2a4d83d0630c28a1 must always be available. PiperOrigin-RevId: 285583976
