Remove the old copy of apple_genrule. It lives in apple rules. RELNOTES: The apple_genrule rule that is distributed with Bazel has been deleted. Users who wish to use genrules with Xcode's DEVELOPER_DIR set should use the rules in https://github.com/bazelbuild/rules_apple instead. PiperOrigin-RevId: 168027826
