Encode WorkspaceRuleModule failures using FailureDetails Includes some light cleanup: making fields local variables when possible and translating write failures to AbruptExitExceptions instead of runtime exceptions which would cause Bazel to crash. RELNOTES: None. PiperOrigin-RevId: 307424997
