[NFC] Minor refactoring of `MultiArchBinarySupport`. These changes were isolated from the follow-up functional changes to keep them more readable. This changelist modifies `MultiArchBinarySupport.registerActions` so that it only registers link actions for a single child configuration instead of looping over all child configurations. `MultiArchBinarySupport.registerActions` doesn't actually do any work that requires knowledge of the full set of child configurations, so this lets us move the call into the same loop inside `AppleBinary.linkMultiArchBinary` that is already performing other work for the child configurations. We also reorder some of the `linkMultiArchBinary` actions to consolidate behaviors that involve the final universal binary (when `shouldLipo = true`) near the end of the function. RELNOTES: None.
