Remove --force_multigroup_accounting from tests. All of the uses of this flag in this change were to enable orhpaned artifact detection. However, now --discard_orphaned_artifacts is sufficient even with a single accounting group and --force_multigroup_accounting does nothing. RELNOTES: None. PiperOrigin-RevId: 276725153
