Prepare for upgrading grpc to 1.26.0 - Add a patch file for grpc to fix some build issues, a more detailed description is available in the patch file. - Add grpc definitions in WORKSPACE file - Adjust the compile.sh script for the upcoming change in third_party Working towards: #9408 Closes #11539.
