Bazel break up the build/lib:packages-internal rule into proper sub-packages "packages" and "pkgcache" This does a number of things to get packages and pkgcache migrated. 1) Update all references to "lib:packages" to "lib/packages" and "lib/pkgcache" deps. 2) Fix a number of deps that were incorrectly exported from the old 'packages' or 'package-internal' targets, including cmdline and syntax:* vfs and a few others. All packages that relied on those target for other packages, now point to the proper package. 3) Rename the skyark_semantics_options rule to starlark_semantics_options, to match the class name.
