Record phase durations on interrupted builds. When a build is interrupted or hangs mid-phase or for whatever reason that `AnalysisPhaseCompleteEvent` and `ExecutionPhaseCompleteEvent` do not fire, leaving analysis/execution phase durations reported as 0 in invocation stats. If a build is interrupted mid-phase, the invocation logger now gets the exact elapsed duration up to the interruption point, for both phases. Otherwise, if the phases complete, the timers are stopped as soon as possible. This CL works for both Skymeld and non-Skymeld cases.
