Always set peak post GC heap size if `--bep_publish_used_heap_size_post_build` is passed. `--bep_publish_used_heap_size_post_build` triggers a GC but the notification for that final GC may arrive a tiny bit later than when we ask for it. PiperOrigin-RevId: 367431966
