Only report desugar dependencies if they where actually generated in the current run Since we are relying on extracting these from the output of D8 we need to also traverse the input. This is consistent with the existing desugar, and will allow cases where output is filetered (e.g., for having test apks and apks under tests that share classes) PiperOrigin-RevId: 345054659
