Remove relative_to_caller_repository from java_toolchain_default. relative_to_caller_repository is marked "Deprecated. Do not use" in the documentation. Moreover, this flag has the unpleasant effect of making the relative labels be interpreted relative to the main workspace not a remote java tools. Closes #12387. PiperOrigin-RevId: 340200201
