Fix aquery crash for bitcode feature Without gating this with `expand_if_available` aquery crashes with this feature enabled with this error: ``` com.google.devtools.build.lib.rules.cpp.CcToolchainFeatures$ExpansionException: Invalid toolchain configuration: Cannot find variable named 'bitcode_symbol_map_path'. ``` Closes #7862.
