Fix `//src:bazel-dev` crash on startup Since 56329b9, `//src:bazel-dev` crashes on startup with: ``` FATAL: Failed to find member 'build-label.txt' in zip file '.../execroot/_main/bazel-out/.../bin/src/bazel-dev' ``` This is fixed by always adding a `build-label.txt` file to the server zip.
