[Skymeld] Reduce GC in IncrementalPackageRoots. Our GC profile showed a hotspot in IncrementalPackageRoot, specifically from flattening the nested sets while planting the symlinks to external repositories. This CL avoids eagerly flattening the nestedsets, but instead "unwraps" them layer by layer and look to memoize the whole process by NestedSet.Node.
