bzlmod: Return a StarlarkList instead of an ImmutableList in module_ctx.modules[i].tags.X (https://github.com/bazelbuild/bazel/issues/13316) The returned object needs to be a valid Starlark object, because we're directly implementing the Structure interface. This different from methods annotated with @StarlarkMethod, which can freely return any value that can be converted into Starlark objects. PiperOrigin-RevId: 396556308
