Expose native Python 2/3 transitions to starlark. To use the transition, define a rule with a "python_version" string attribute. Valid values are: - PY2: transition to Python 2 - PY3: transition to Python 3 - DEFAULT: transition to blaze's default Python version This transition is not supposed to be used unless unblocking Python 2 to 3 migration, and will be deleted once migration is done.
