Implement Bazel java_proto_library in Starlark Take the implementation from java_lite_proto_library, call proto_common and ProtoLangToolchainInfo directly without JavaProtoCommonApi, remove Android specifics (Proguard and constraints), reorganize and document the code to better match self-imposed coding guidelines and to allow some reuse. For re-use `java_compile_for_protos` and `bazel_java_proto_library_rule` are prepared. PiperOrigin-RevId: 445440759
