Check output files even if `--experimental_check_output_files` is disabled when the whole output tree is deleted. `--experimental_check_output_files` flag allows Bazel to trust that the output tree was not affected by any external changes. Enable `OutputService` to indicate that the whole tree was deleted (e.g. it was cleaned/corrupted between builds) and force checking the outputs in this case. PiperOrigin-RevId: 413793164
