Permit action rewinding in eligible builds (no incremental state, no action cache). This change open sources a bit more of the action rewinding machinery. However, action rewinding still requires a `LostInputsActionExecutionException` or `LostInputsExecException` to be thrown from a running action in order to be initiated. At the time of this writing, neither of these exceptions are ever thrown in bazel. PiperOrigin-RevId: 442104054
