Skip passing Propeller profiles to CcCompile and ThinLTO indexing actions in ThinLTO builds. Propeller only affects native machine code generation and the additional flags/inputs prevent reusing cached IR files from previous builds. Additionally, don't pass the profiles to tool/host builds - just like for FDO. PiperOrigin-RevId: 422485455
