When multiple actions fail within a target or aspect, the most severe error is reported instead of the first error. RELNOTES: BuildFinished events in BEP will consistently contain an "infrastructure-caused" detailed exit code when a single target contains both infrastructure-caused and user-caused exit codes in its failed actions.
