[9.3.0] Cherry-pick two more fixes for the release pipeline (#31488) - 6432ba2612949bf7d679272680260ef2153e38b7 - 9e19427a2a5e782d4a106f9b1a4b7b92651b0e18 Also delete the checked-in version of docs/reference/command-line-reference.mdx There are still some issues in the pipeline, see https://github.com/bazelbuild/bazel/issues/30618#issuecomment-5963046779. These changes do NOT affect the Bazel release, so no patch release/rc is needed - they just need to be part of the release branch so that we can run the docs pipeline.
