Rollback this incompatible flag change for the 0.22 release due to the problems introduced by https://github.com/bazelbuild/bazel/commit/baa1786fe6ac01511bb15689a81b2978f39686da. I think it's too risky to ship this code in the 0.22 release.

Flipping --incompatible_remote_symlinks to true.

After this change, Bazel by default will use RE API SymlinkNodes to represent symbolic links in the action input tree.
