Important changes:
- Fixed repo content caching for non-gRPC cache backends.
- CCStarlarkInternal exposes hash functions currently used by
rules_cc Java rules to starlark
- The new `--expand_param_files` flag expands param files into
their contents in `--subcommands` and `--verbose_failures` output.
- Fixed a performance regression in Bazel 9 that causes
`RepoMappingManifest` actions to consume a lot of CPU time.
- Improved BES upload failure message with failed invocation's ID.
- Any existing action relying on the legacy hardcoded list in Bazel
code being populated will now need to opt-into output mapping by
modifying their execution requirements.
