Release 8.0.0-pre.20240226.1 (2024-03-05) Baseline: 9d34f8ab0f1ffb18900feaeb23cb16c93f4e0139 Cherry picks: + 702118bc527d25c6a82625f2cce02a350ec18239: Remove --host_jvm_args=-Djava.net.preferIPv6Addresses=true Incompatible changes: - Coverage report generators don't get anymore the JAVA_RUNFILES and PYTHON_RUNFILES environment variables. - apple_cc_toolchain rule was removed, use regular cc_toolchain - "bazel query" and "bazel print_action" can't run under the output base anymore. - The Starlark methods copts, generate_linkmap, should_strip_binary in objc fragment have been deleted. Please use the equivalent methods objccopts, objc_generate_linkmap, objc_should_strip_binary in cpp fragments instead. New features: - Bazel now respects `expires` from Credential Helpers. Important changes: - Added a new method, `repository_ctx.watch()`, which asks Bazel to watch for changes to an arbitrary file. When said file changes, Bazel will refetch the repo. - `genrule` now supports setting `stamp = -1` to request conditional stamping (based on the value of the build's `--stamp` flag). This release contains contributions from many people at Google, as well as Alessandro Patti, Alex Eagle, Artem V. Navrotskiy, Fabian Meumertzheim, George Gensure, Josh Chorlton, Letu Ren, ouguoc2-stripe, Romain Chossart, thesayyn, Xdng Yng, Xùdōng Yáng, Yannic Bonenberger, Yannic.
