Return both Rust and C++ code from SrcCodeGen

Previously we expected to only generate Rust source code in Rust. Now we
discovered we can quite conveniently also generate C++ code in Rust using the
same infrastructure. This CL changes the FFI interface so we can return both Rust
and C++ code (bundled in Bindings struct) from SrcCodeGen.

Crubit: C++/Rust Bidirectional Interop Tool

Extremely experimental interop tooling for C++ and Rust.

Please don‘t use, this is an experiment and we don’t yet know where will it take us. There will be breaking changes without warning. Unfortunately, we can't take contributions at this point.
