Refactor the code so that functions depending on `toolPathsDict` are made static. Expose `toolPathsDict` to Starlark and Java - so that callers can get the paths themselves. I purposefully omitted `addGlobalMakeVariables` which will be obsolete once `cc_toolchain_suite` is gone. PiperOrigin-RevId: 585579481 Change-Id: I6f2deb0e5306a70095581953cf02fdaa831c543c
