third_party/grpc-windows-layering.patch

Adds dependencies that grpc's Windows-only sources include, which otherwise
fail layering_check with toolchains that enforce it (such as the hermetic LLVM
toolchains when cross-compiling to Windows). The grpc_credentials_util fix is
included upstream as of grpc 1.84.0, the windows_event_engine fix was sent
upstream as https://github.com/grpc/grpc/pull/43482.
