[8.8.0] Pass Host header to curl in remote-ip sandboxing networking test. (#30621)

When REMOTE_NETWORK_ADDRESS resolves to a CDN IP (such as Cloudflare
does now for `bazel.build`), making direct HTTP requests to the IP
without a Host header returns HTTP 403 Forbidden. This causes curl -f to
fail with exit code 22 during `test_sandbox_network_access`.

Adding `-H 'Host: ${hostname}'` fixes that.
