  18. 9bb80c2 Declare defeat on unexpected exceptions propagating through Skyframe: add a lower-noise reporting method that fails tests (which we still want to notice) but doesn't file a bug report in production. This allows us to be more liberal when calling this method without a fire drill every time it's hit.
